If your Microsoft Internet Explorer browser will not open the secure (SSL) pages in this website, your browser may not have the SSL protocol enabled. 

To enable SSL:

Click on Tools in the menu bar, then Internet Options. 
Inside the Internet Options window, click on the Advanced tab. 
Scroll down to the bottom of the list to the Security section. 
Make sure that the SSL 2.0 checkbox is checked.  Now click OK. 
Close your browser and open it again.

Now you should be able to view the secure (SSL) pages in this website.
